RADAR/Need for Action Assessment

In our tool for determining the areas of need and action in Enterneering®, we build on the upstream 'Situation & Environment Analysis'. We have therefore integrated the 'Situation & Environment Analysis' directly into the 'Need for Action Assessment'. This step (Situation & Environment spreadsheet) serves as the foundation for our needs assessment model. You can copy and paste or link your results from the first RADAR tool 'Situation & Environment Analysis' or you can just do both analyses together here within the second RADAR tool 'Need for Action Assessment'.

Section 2 (Culture, People, Organisation spreadsheets):
All three spreadsheets (Culture, People, Organisation) follow the same basic structure and procedure in our tool. The sequence in which these three sheets are processed does not affect the functionality of our tool.
Each of the three sheets corresponds to a pillar in Enterneering® and contains the associated elements. For each element, we have defined 5 assessment criteria or condition descriptions within our model, which in our view are significant and relevant for the assessment of the current situation and the need for action for each element. We have fixed these criteria in our tool as non-changeable cells within the ordinary assessment.
Each of the 5 evaluation criteria has been assigned a specific weight in terms of its influence on the element as part of our model sketch. All 5 weights must add up to 100% for each element.
In our tool, the user must enter his evaluation per criterion and element on the 1-5 scale. From these inputs and the weightings, a demand indicator is calculated and reported for each element in our tool. For further processing of the overall model, all 22 need indicators must be determined in this way.
We have also incorporated a secondary calculation within our tool in which these values are ranked in descending order.
Section 3 (Need-Impact-Effort Matrix spreadsheet):
To link the results obtained from the two previous spreadsheets 'Situation & Environment Analysis' and 'Culture, People, Organisation' to our model, we decided to use a simple matrix comparison. Here, in the Need-Impact-Effort Matrix, the TOP challenges identified in the preliminary stage are juxtaposed in a matrix with all 22 elements in Enterneering and then evaluated based on the influence each element has on addressing them.
Input is provided on a 1-3 scale to estimate the impact of each element. Since we have chosen not to enter decimal numbers in our model and only want to work with the values 1=low, 2=medium, and 3=high, we use a selection list to populate the matrix. This helps to reduce input errors and preserve the desired evaluation scale.
In our tool, we use a simple weighted scoring system, according to which we determine a total score for each of the 22 elements from Enterneering®. We later use this score as an estimation tool in determining our individual priorities.
At the end of the Need-Impact-Effort Matrix spreadsheet, we have included a list in our tool that shows a descending ranking of all 22 elements from the previous step. Next to this, the user(s) enters initial ideas or approaches for possible action measures or activities in our tool. Now the elements sorted according to their importance are available in our table, alongside their first action approaches as well as a respective impact evaluation for a final assessment. For each element, our tool can once again estimate the effort required to implement each element as effectively as possible using a predefined selection list. Among other things, this is intended to help identify low-hanging fruit or the elements likely to require the most effort. Based on all the findings and assessment results available up to this point, it is up to the user(s) to finally determine their personal priorities for implementation or action.
Section 4:
Since our Need for Action model is a somewhat more complex tool, we have added another spreadsheet with the RADAR monitor to visualise the final results and give a rough overview of the results.....
